CCB to introduce online assets declaration

Code of Conduct Bureau (CCB) is fine-tuning plans to introduce an online declaration of assets by public officers and government appointees in Nigeria.
This is one of the major outcomes of the three-day CCB Board, management and State Directors retreat and strategic plan review workshop 2019 which ended on Saturday in Abuja.
In an interview with Daily Independent, Mr. Emmanuel Uche, one of the resource persons at the retreat, explained that the current assets declaration is cumbersome, adding that efforts were on-going to resolve the cumbersomeness through the deployment of technology.
Speaking on the essence of the retreat, Uche, who is also Anti-Corruption Programme Manager of the Rule of Law and Anti-Corruption (RoLAC), said online asset declaration would be introduced by the new CCB Board and management to ensure effective service delivery.
According to him, “We looked at the issue of the cumbersomeness of the assets declaration itself. We are trying to resolve this through the strategic review process we are doing today.
“We are also looking at the new strategic plan for the Bureau. The strategic plan will be all-encompassing to support online assets declaration system, such that people don’t have to carry loads of papers anymore.
“The CCB will streamline the process of getting oath. We need to re-define the assets to be declared publicly, adding, the whole essence of public information is that public information should be in the public space. That is the key.”
Speaking further on the challenges militating against the smooth operations of the Bureau, Uche identified leadership challenge which stemmed from the way the CCB Board has been structured over the years.
He explained that the role of the CCB Board and management have not been clearly delineated, as the biggest challenge over the years have been the conflicts of interest between the Board and the management.
He blamed the Act that established CCB as being responsible, adding that there has to be an amendment to the Act to expunge the operational bottlenecks in the Bureau enabling Act.
Uche, however, expressed optimism that following the appointment of the new CCB Board headed by Prof. Isa Mohammed and the implementation of the strategic plan, the Bureau would be repositioned and re-invigorated for effective service delivery.
“It is a dawn of a new day for CCB. The new management is poised. They are ready to take the strategic plan to the next level.
“Without the strategy, it is difficult to know whether you are making progress or not,” he said.
