Africans cheer call for France to return stolen artworks

November 21, 2018 0
African museum directors on Wednesday welcomed an expert report calling on France to allow the return of thousands of African treasures and artworks, a radical policy shift that could put pressure on other former colonial powers.
Calls have been growing in Africa for restitution, but French law strictly forbids the government from ceding state property, even in well-documented cases of pillaging.
French President Emmanuel Macron raised hopes in a speech last year in Burkina Faso, saying “Africa’s heritage cannot just be in European private collections and museums.”
He later asked French art historian Benedicte Savoy and Senegalese writer Felwine Sarr to study the matter, and they are to present Macron with their report on Friday.
According to a copy seen by AFP, they recommend amending French law to allow the restitution of cultural works if bilateral accords are struck between France and African states.
The change would apply in particular to works held in museums which were “transferred from their original territory during the French colonial period,” the report said.
“We propose changing heritage laws so that all types of cases can be taken into account, and the criteria of consent can be invoked,” Sarr told French daily Liberation in an article posted late Tuesday.
The report was welcomed by advocates of the restitution of works which were bought, bartered or in some cases simply stolen.
“Today it feels as if we’re just a step away from recovering our history and being finally able to share it on the continent,” Marie-Cecile Zinsou, a daughter of Benin’s former prime minister and president of the Zinsou Art Foundation in Cotonou, told AFP.
Her sentiments were echoed by Hamady Bocoum, director of the Museum of Black Civilization in Senegal’s capital Dakar.
Noting that the works under discussion were taken “in the context of colonisation and subordination,” he said: “It’s a good decision that reflects the march of history.”
While the ownership controversy is nothing new, the issue was thrust into the spotlight in 2016 when President Patrice Talon of Benin asked France to return items including carvings, sceptres and sacred doors from the Palaces of Abomey, formerly the capital of the kingdom of Dahomey.
France refused, citing its law that museums are forbidden from permanently parting with any piece in their collections.
Of the estimated 90,000 African artworks in French museums, around 70,000 are at Paris’ Quai Branly museum, created by ex-president Jacques Chirac, a keen admirer of African and Asian art.
In order to proceed with any restitutions, “a request would have to be lodged by an African country, based on inventory lists which we will have sent them,” according to the report.
The prospect has raised hackles among some curators and art dealers who say it would eventually empty museums and galleries in some Western countries.
They point to the fact that many objects came from kingdoms which no longer exist, and that in many cases the owners can claim they were obtained legitimately.
Critics also say the move could prompt private French collectors to move their works out of France for fear of seizure.
“No dealer in African art was consulted” by the report’s authors, said Yves-Bernard Debie, a Belgian lawyer who is one of the most vocal opponents of returning works taken by soldiers, explorers and others during the colonial era.
European conservationists meanwhile have raised practical concerns, such as the danger of artefacts being stolen or poorly handled by inexperienced museums in politically unstable countries.
But the report’s authors said art market professionals were indeed among those who contributed to the report, along with collectors, lawmakers, legal specialists and even “sceptics”.
Britain too has faced calls to return artefacts, including the Elgin Marbles to Greece and the Benin Bronzes to Nigeria.
On Tuesday, the governor of Easter Island in the Pacific tearfully begged the British Museum to return one of its famous statues.
The London museum has held the Hoa Hakananai’a, one of the most spiritually important of the Chilean island’s stone monoliths, for 150 years.
Elsewhere in Europe, the French experts said 37,000 objects from Sub-Saharan Africa were at Vienna’s Weltmuseum and 180,000 were at Belgium’s Royal Museum for Central Africa in Tervuren.
The report said such collections were effectively depriving Africans of their artistic and cultural heritage.
“On a continent where 60 per cent of the population is under the age of 20 years old, what is first and foremost of a great importance is for young people to have access to their own culture, creativity, and spirituality from other eras,” it said.

Study finds that youth are less violent in countries where spanking is banned

Countries that have banned spanking or other forms corporal punishment are less likely to have violent youth, a study has shown.
Findings from the study led by Frank Elgar, associate professor in the Institute for Health and Social Policy at McGill University, Canada, was published on Monday.
The study consists of analysis of data from 88 countries, territories and protectorate states, making it the “largest cross-national analyses of youth violence” ever carried out.
Out of the 88 different countries surveyed, 30 had full bans on corporal punishment — at schools and homes.
Some of the countries that fell into that category include New Zealand, Iceland, Portugal, Spain and some Scandinavian, Central and South American countries.
The US, UK and Canada were among 38 countries that had partial bans, where corporal punishment is prohibited only in schools and not at home.
The remaining 20, including Israel, Egypt and most African countries, had no ban in place at the time of the study.
Explaining the results of the survey, Elgar said the lowest rates of violence were found in Costa Rica, Portugal, Finland, Honduras, Spain, New Zealand and Sweden.
“Boys in countries with a full ban showed 69% the rate of fighting found in countries with no ban,” he said.
“In girls, the gap was even larger, with 42% the rate of fighting found in countries with no ban.
“Countries with partial bans saw no reduction in violence among boys, but there was a reduction in violence among girls to 56% in countries with no bans.
“Societies that have these bans in place appear to be safer places for kids to grow up in.”
In Nigeria, the convention on the rights of the child has been ratified in 26 states.
Aimed at protecting children from violence, it criminalises physical and mental punishment as discipline.

A Saudi Arabia girl has been arrested for hugging a singer at a concert in the Saudi city of Ta’if, police said on Saturday.
The audience at the concert of Saudi-Iraqi singer Majid Al Mohandes was astonished on Friday night when the girl stormed the stage and hugged the celebrated entertainer, reports Gulfnews.
The offender was arrested and placed in a girl care institution and will be referred to prosecution, a police spokesman said, according to Saudi news site Sabq.
“The girl had committed a deed incriminated in the anti-harassment act,” the official added, referring to a law adopted in the kingdom in May.
If convicted, the girl could face up to two years in jail and a fine of 100,000 Saudi riyals, according to the Saudi newspaper Okaz. Neither the name nor age of the girl was disclosed.
A video went viral online purportedly showing a girl wearing a black head-to-toe veil rushing to the stage where Al Mohandes was performing and hugging him before his bodyguards took her away. The concert was part of a famous Saudi festival known as Okaz Souq.
The girl’s behaviour has triggered an outcry on social media.

I'll transform national theatre in three years with Abacha loot - Ali Baba

July 05, 2018 0

Premier comedian, Ali Baba says he can transform the national theatre within three years if given the $322 million Abacha loot the federal government is set to share to poor Nigerians.
The ace comedian on Wednesday said he will use the money to turn the national theatre in Lagos into a “world class Formula 1 circuit”.
Ali Baba said after investing in the project, he will return the capital to the government.
He said the planned sharing of the Abacha loot “will not make Nigeria great”.
The comedian wrote on Instagram: “I have a proposal for the federal government. Instead of (sharing) the Abacha loot, give me the money, let’s (transform) the National Theatre, Lagos, to a world class F1 circuit and create many opportunities from that place, and in (three) years we can still give you back this same amount you are about to share.
“Because if you share this money, it will go down the drain. If you give it to me, I will give it back to you in 3yrs and you can go on and share the same amount.
“And think about it, if it was shared would it be available to be shared now? About the same size of land is what is now a tourist attraction in Abu Dhabi… with multi-economic dynamics. Sharing the money will not make Nigeria great.
“It will kill our already dying economy.”

Fela more famous than any president in the history of Nigeria

Senator Ben Murray-Bruce says Afrobeat progenitor, Fela Kuti is more famous than any president in the history of Nigeria.
The senator described the late legendary Afrobeat King as the “greatest leader to come out of Africa”.
Murray-Bruce made the comments while speaking with TheCable Lifestyle when Emmanuel Macron, French President, paid a visit to the New Afrika Shrine.
According to the senator, “Fela is an icon, the greatest in Africa. Fela is a tourist attraction. More people know Fela than the name of any president in the history of Nigeria. Fela is Mr tourism”.
He called on all previous Nigerian governments to publicly apologise to the Kuti family and also write them a cheque as compensation for the “atrocities” committed against Fela.
“It has to be done because they need to be forgiven for the atrocities they committed,” he said.
“They burnt his house, killed his mother, broke his jaw, threw him in prison. Yes, they need to apologise. They have to acknowledge and then apologise.
“I want them to apologise, then write a cheque to Femi for killing his mother, breaking Fela’s jaw, locking him out.”
Murray-Bruce said Nigeria is “lucky” to have an “incredibly popular, great French leader” like Macron visit the New Afrika Shrine.
“All leaders should be like him because why should it take Macron to recognise Fela. Why can’t our leaders recognise Fela?” the senator asked.
He added that Macron’s visit will spur those with “some sense to do the right thing” — but “not all”.

Emmanuel Macron reveals why he's visiting New Afrika Shrine

July 03, 2018 0
President Emmanuel Macron of France has given the reason behind his decision to visit the Afrika Shrine in Lagos.
The French leader disclosed this during a joint press conference at the presidential villa in Abuja.
Recalling his days in Nigeria, Macron said he never imagined he would return to Nigeria as president of France.
Fifteen years ago, the president of France worked as a diplomat in Abuja.
He told reporters that the Afrika Shrine stands as a symbol on the importance of African culture.
“First, because I wanted to find a good occasion to come back there. I know the place and I have some memories, I have to confess at a time that there was no president around, I hope I will not spoil the party,” he said.
“First, I think that is such an iconic place for a lot of African people and African culture. And I think very often when you speak of the African culture in Europe, those who are successful in Europe and in France, which is different most of the times are not dramatically very famous in Nigeria or in Africa. And there is a bias because you know people are absolutely not the same.
“I mean Fela, Femi, Seun Kuti are obviously very famous in France and Europe, I mean they are big successes but the Shrine is a cultural hub, an iconic hub and it is very important for me first on a personal level, and that is why I want to say with a lot of humility that I recognize the importance of this place, I recognize the place of culture in this current environment.”

Macron is expected to attend an event tagged ‘A Celebration of African Culture’.
He will also announce the launch of the Season of African Cultures 2020 in France, as part of a cultural event organised by TRACE.
Several VIP guests, including representatives from the African creative and arts sectors, have been invited to attend the multicultural event.
A Nollywood movie scene will also be filmed live on the night by Kunle Afolayan, a renowned film director.
Charlotte Dipanda, a Cameroonian superstar singer, is also expected to perform at the event.
“TRACE’s mission is to support, nurture, cherish and celebrate Afro-urban music and cultures and to bring them to the world, because we believe that the world can only benefit from a better understanding of the richness and the diversity of these cultures, which have long been undervalued,” explains Olivier Laouchez, co-founder and executive chairman of TRACE.
“It is for this reason that we have organized this momentous event, to launch the 2020 Season of African Cultures in France. One of the objectives of this season is to change the French perception of the African continent through the promotion of contemporary African creation, and this is what TRACE strives to do every day.

French President, Macron to visit Fela's New Afrika Shrine

July 01, 2018 0
The President of France, will on Tuesday visit the New Afrika Shrine founded by Nigerian Afrobeats legend, Fela Anikulapo-Kuti.
The shrine, located in Ikeja, the capital city of Lagos, replaced Anikulapo-Kuti’s original club that burnt down in 1977.
It serves as the host location of the annual Felabration music festival.
Macron, who is visiting the Mauritanian capital Nouakchott to attend the AU summit on Sunday, will join President Muhammadu Buhari in Abuja to discuss issues on security and terrorism, after which he will head for Lagos.
Macron had trained as a senior civil servant at the French embassy in Lagos in 2004.
“The Shrine is a must-see place,” said Olivier Laouchez, head, TRACE media and entertainment group and organiser of the event Macron will attend.
The evening will feature concerts, fashion shows by leading African designers and a meeting with stars from Nigeria’s Nollywood film industry.
“There is clearly something abuzz in Lagos, with auctions mushrooming, and this will explode,” said contemporary art specialist Marie-Cecile Zinsou.
“The idea is to show the richness and diversity of African cultures.
“Europe does not know Africa or at least its cultural dimension.”
Afrika Shrine showcases photo galleries of Anikulapo-Kuti’ and features weekly shows by his son Femi Kuti, and sometimes Seun, thus making it a tourist attraction

Putin overrules ban on Russian women from having sex with tourists

June 15, 2018 0
Vladimir Putin has overruled a politician who said Russian women should not have sex with traveling football fans during the World Cup.
Tamara Pletnyova, head of Russia’s families, women and children committee, warned Russian women not to sleep with foreign football fans because they are likely to ‘suffer’ as single parents.
But her remarks were dismissed today by Putin’s spokesman Dmitry Peskov.
Mr Peskov dismissed concerns that Russian women should avoid sex with visitors, saying: “All countries accuse each other of racism, homophobia.
“This has nothing to do with the World Cup. As for the women of Russia, they can handle anything themselves.”
Ms. Pletnyova said yesterday: “We must give birth to our children.
“These [mixed race] kids suffer and have suffered since Soviet times.
“It’s one thing if they’re of the same race but quite another if they’re of a different race.
“I’m not a nationalist, but nevertheless I know that children suffer. They are abandoned, and that’s it, they stay here with mum,”
Ms. Pletnyova’s remark was also dismissed by Russian parliament member Mikhail Degtyaryov
State news agency Tass reported that he said: “The more love stories we have connected to the world championship, the more people from different countries fall in love, the more children are born, the better.”
Mr. Degtyaryov is the head of a parliamentary committee overseeing sports.
He said Russia is welcoming “fans from all countries, skin colors, all religions, all genders and all (sexual) orientations.”
Inna Zhirkova, 28, wife of ex-Chelsea star Yuri Zhirkov, backed the call for a sex ban.
She said: ‘I totally agree that during the World Cup it is better not to have any sexual relations with foreigners. We are decent girls.’

US commentator tells Adichie to worry about genital mutilation in Nigeria, not chivalry in the West

June 14, 2018 0
Image result for dana loesch
A United States of America political commentator, Dana Loesch, has raised dust over Chimamanda Adichie’s position on chivalry.
Loesch on Thursday suggested that Adichie, who has been vocal about feminism, “should return to her own country and worry about genital mutilation” instead of calling out sexism in Western culture.
During a Fox TV show, Loesch was asked about Adichie’s appearance on The Daily Show, where she explained the downside of chivalry.
“I think gestures like holding the door shouldn’t be gender-based,” Adichie had said.
“I’m quite happy for people to hold the door for me. But I hope they’re not doing it because of this sort of idea of chivalry.
“Because chivalry is really about the idea that women are somehow weak and need protecting. But we know that really, there are many women who are stronger than many men.”
However, Loesch, who is also the National Rifle Association (NRA) spokesperson, suggested that Adichie did not understand chivalry but should instead focus on “weightier matters” like female genital mutilation which is prevalent in Nigeria.
“I don’t think she understands quite the concept of chivalry, which was a code of conduct for gentleman,” Loesch said.
“With all due respect to Adichie — and I’m familiar with her — I think it’s a luxury of third-way feminism to complain about holding doors open for people where her country, Nigeria, it ranks top in the world for female genital mutilation, which I think if far more of a disservice to women and far more suppressive than someone courteously opening the door for someone else.”

Chimamanda Adichie claims 2018 PEN Pinter Prize

June 13, 2018 0
Nigerian writer, Chimamanda Ngozi Adichie, has won the 2018 PEN Pinter Prize.
The award, which was established in 2009 and named after Nobel Laureate, Harold Pinter, is given to writers of outstanding literary merit from Britain, Republic of Ireland and the Commonwealth.
She will be presented with the award in October, where she will announce her co-winner for the International Writer of Courage award.
She will be required to pick from a shortlist of international cases supported by English PEN. The recipient will be an international writer who is active in defence of freedom of expression, often at great risk to their own safety and liberty.
Commenting on the award, Maureen Freely, chair of judges and trustees for English PEN, said: “In this age of the privatised, marketised self, Chimamanda Ngozi Adichie is the exception who defies the rule.
“In her gorgeous fictions, but just as much in her TED talks and essays, she refuses to be deterred or detained by the categories of others.
“Sophisticated beyond measure in her understanding of gender, race, and global inequality, she guides us through the revolving doors of identity politics, liberating us all.”
Adichie, the 49-year-old author of Purple Hibiscus, said: “I admired Harold Pinter’s talent, his courage, his lucid dedication to telling his truth, and I am honoured to be given an award in his name.”
This is the 16th award to be worn by the writer.

Pregnant cow faces execution for crossing border without papers

A pregnant cow will be executed as a result of crossing from her European Union farm in Bulgaria into the non-EU Serbia.
Aprokotown reports that Penka, a pregnant red cow who is due in around three months’ time, wandered westwards away from her herd near the village of Kopilovtsi, straying over the border into non-EU Serbia.
Two weeks later, she was returned to her owner, Ivan Haralampiev, by a farmer over the frontier.
However, Bulgarian officials said the animal must be put down because of strict EU rules.
Penka will now be executed because she didn’t have the proper paperwork — despite being given a clean bill of health by Serbian vets.
“She had left the borders of the EU and cannot be imported back into the European Union,” Haralampiev told public BNT Television Thursday as he pleaded for his cow to be saved.
“A vet comes and orders it to be immediately culled!”
The farmer also lamented how the cow was able to saunter over the border unchecked in the first place. “How come nobody attempted to stop it?” he said.
Although Serbian vets have written a statement saying Penka was in a perfect condition and fit to return home, Bulgarian authorities said she should be put down without delay.
Officials said it was not in their powers to save Penka from the EU regulations.
