Army chief seeks N472.8bn budget, rejects N232.4bn envelope allocation

Chief of Army Staff, Lt. Gen. Tukur Buratai on Wednesday kicked against Federal Government’s envelope allocation of N232.4 billion in the 2019 Appropriation bill being considered by the House of Representatives.

Buratai who frowned at the insensitivity of the Nigerian authorities to the enormous task ahead of the Nigerian Army amidst the security challenges facing the country appealed to the House Committee on Army to jettison the proposal submitted by the Presidency.

According to him, for the 2019 fiscal year, the sum of N350.5 billion was proposed Personnel Emolument; N43.6 billion for Overhead while N78.5bn was proposed for Capital expenditure.
“The National Assembly should prevail on the Ministry of Budget and National Planning to exempt the Nigerian Army from the existing budget ceiling or envelope allocation system in view of the ongoing structural changes, volatile security environment and massive engagement of troops in virtually all the 36 states of the Federation.”

The Army Chief noted that the Nigerian Army has for years grappled with fund insufficiency and has remained resilient but dedicated to the discharge of its constitutional roles. He noted that the Nigerian Army was able to cope with the financial constraints due to the relatively peaceful environment across the country prior to the re-emergence of insurgency and other hostile activities of Violent Non-State Actors.

Buratai informed that in a bid to effectively tackle the issue of insecurity around the country, the Nigeria Army has increased its divisions from five to eight, and established Nigerian Army Special Forces Command, Nigerian Army Cyber Warfare Command, Special Intelligence Command, Land Forces Simulation Centre and Nigerian Army Aviation, regardless of inadequate allocation.

“Please, recall that since the beginning of 2015, the activities of the Violent Non-State Actors have exacerbated in various regions across our dear country. In response to these, the Nigerian Army has expanded from 5 Divisions to 8 Divisions and is currently engaged in the war against Boko Haram Terrorists and Internal Security operations in virtually all the 36 states of the Federation.

“It is also pertinent to note that the Nigerian Army has established Nigerian Army Special Forces Command, Nigerian Army Cyber Warfare Command, Special Intelligence Command, Land Forces Simulation Centre and Nigerian Army Aviation amongst others. These commitments, have extended our core constitutional role, and have impacted significantly on our human and material assets. This is in addition to inadequate budget allocation and the subsisting envelope budget system.

On the performance of the 2018 budget, the army chief informed that “the percentage performance of Nigerian Army Budget Personnel Emolument was 100 percent, Overhead was 100 percent and Capital was 91.69 percent. It is in the light of this that I make bold to say that the budget has performed reasonably well.”

On the 2019 budget, Buratai said that while it requested for the sum of N472.8 billion, the Ministry of Budget and National Planning proposed the total sum of N232.4 billion only.

He consequently prayed the committee to approve the following in the 2019 budget: “the sum of N350.5 billion should be approved for Nigerian Army Personnel Emolument; the sum of N43.6 billion should be approved for Overhead Budget; the sum of N78.5 billion should be approved for Capital Budget.

Additionally, Buratai urged the lawmakers to change the 40 percent second installment payment for the purchase of 3 x LUH AS-350 for Nigerian Army Aviation with the procurement of Armoured Personnel Carrier ‘A’ Vehicles.

The Army Chief pledged the commitment of the Nigerian Army toward “securing the territorial integrity of Nigeria from any violation and the timely and complete implementation of 2019 Budget Will thus enhance the fulfillment of this mandate.”

Amnesty: Boko Haram killed 60 after soldiers abandoned Rann

Amnesty International says at least 60 persons were killed in the recent Boko attack in Rann, a border town in Borno state.
In a statement on Friday, the organization said it gathered from satellite images that “hundreds of structures” were burnt down during the attack which occurred in January.
Many internally displaced persons (IDPs) fled to Cameroon during the attack.
Amnesty quoted witnesses as saying soldiers “abandoned their posts the day before the attack, demonstrating the authorities’ utter failure to protect civilians.”
“We have now confirmed that this week’s attack on Rann was the deadliest yet by Boko Haram, killing at least 60 people,” Osai Ojigho, the organization’s director in Nigeria said in the statement.
“Using satellite imagery we have also been able to confirm the mass burning of structures as Boko Haram unleashed a massive assault on Rann, most of which is now destroyed.
“This attack on civilians who have already been displaced by the bloody conflict may amount to possible war crime, and those responsible must be brought to justice.
“The authorities on both sides of the border must provide the supplies and safety that these people require. The Cameroonian authorities must also desist from forcing people to return until conditions are safe and they choose to do so voluntarily.”

Troops retake Baga after Boko Haram attack

Nigerian troops were back in a strategic town on the shores of Lake Chad, military and civilian sources said on Thursday after Boko Haram attacks forced tens of thousands to flee.
Fighters from the self-styled Islamic State West Africa Province overran a naval base and another housing troops from a regional force in and around Baga late last month.
The UN has said more than 30,000 people had since sought refuge in the garrison town of Monguno and the Borno state capital, Maiduguri, as the military prepared a fight-back.
A military officer in Maiduguri said, “Our soldiers entered Baga yesterday evening (Wednesday). They are in total control of the town and the terrorists had fled.
“They entered the town at about 7:00 pm (1800 GMT) after taking control of Kuros-Kauwa, which is 15 kilometres (nearly 10 miles) from the town,” he told AFP.
The development was confirmed by a resident, who like the officer asked not to be identified for security reasons.
“I left Baga at about 5:30 pm and I met a huge military convoy heading to the town from Kuros-Kauwa,” said the local man.
“They entered Baga unchallenged. Boko Haram fighters had not been staying the night in Baga since they learnt soldiers were preparing to launch a massive attack.”
Some buildings, including the homes of local politicians, chiefs and community leaders, were burnt down in Baga and neighbouring Doron Baga.
A hospital, clinic and schools were razed, as was the naval base in Fish Dam, he added.
There was no immediate comment from the army when contacted by AFP.

Nigerian military threatens people hiding information about Boko Haram

Authorities at the headquarters of Operation Lafiya Dole, a military counterinsurgency outfit in North-east Nigeria, Thursday, threatened to treat civilians who hide useful information about Boko Haram as terrorists.
According to a statement signed by the spokesman of counterinsurgency operation, Onyema Nwachukwu, the military “would not be kind” to those who were aware of clandestine movements of Boko Haram into communities around Maiduguri and fail to report such to the relevant security authorities.
Mr Nwachukwu, an army colonel, said the military has credible information that Boko Haram are moving into communities to “indoctrinate, recruit fresh members and asking others to vacate their homes”.
“There is credible information and evidence that in a bid to further intensify their psychological war and instil fear on the citizens, some elements of Boko Haram terrorists have infiltrated some villages in the fringes of Maiduguri city,” said Mr Nwachukwu, a deputy director, army public relations.
“They (Boko Haram) have clandestinely been going about threatening innocent residents, warning them to vacate their homes.
“So far, out of fear, several inhabitants have moved out of their ancestral homes. Consequently, we wish to inform all well meaning citizens, especially within Maiduguri metropolis and its environs to promptly report the presence of suspicious persons or avail the security agencies of information about such persons.
“Failure to report will be viewed seriously as it is tantamount to collaboration with the Boko Haram terrorists. Such compromising persons when found will be treated like the terrorists.
“Members of the public are enjoined to please cooperate and support ongoing operations to weed out the infiltrating terrorists and their sympathisers.”
Yesterday, the military had, in the wake of fresh attacks in communities around Maiduguri, shut down the Maiduguri-Kano highway from Maiduguri up to Potiskum for about seven hours, as troops led by special forces conducted a search in communities along the 235km road where Boko Haram had been carrying out attacks.

Nigerian troops close Maiduguri-Damaturu Highway amidst fresh Boko Haram attacks

Nigerian troops have closed the only safe highway that leads into Maiduguri, the Borno state capital, following a series of attacks on the route by Boko Haram insurgents in the last 48 hours.
It is not yet clear how long the closure will last, but motorists said they were stopped from plying the route early Wednesday.
There are six major highways that takes travellers in and out of Maiduguri. But with the capture of territories and displacement of residents from their communities in 2014, all the five roads were closed by the military due to security concerns.
At the peak of its attacks, Boko Haram bombed bridges on the major routes leading to Maiduguri, except the Maiduguri-Kano highway that links the state capital with the Yobe state capital, Damaturu.
Since 2014, soldiers and the police have battled to prevent Boko Haram from attacking the Benishek Bridge which is the only bridge on the 135km-long road linking Maiduguri and Damaturu. Benishek is the headquarters of Kaga local government area of Borno state.
The military and residents feared that should the Maiduguri-Damaturu Road fall under the control of Boko Haram, the insurgents would have effectively won the war because the Borno State capital would have been practically cut off from all access by land.
Even after the military from December 2017 through early 2018, opened up most of the roads that were taken by Boko Haram, travelling on them still required heavy military escort.
On Christmas Day, three weeks ago, suspected Boko Haram gunmen carried out a major attack on a military base located at Kukareta village of Yobe state, along the Maiduguri-Damaturu highway, where they burnned down the camp and dislodged the checkpoint being manned by soldiers there.
On Monday, Boko Haram insurgents carried out yet another attack on Auno village, 25km away from Maiduguri.
The attack, which was confirmed by the Theatre Commander of the Operation Lafiya Dole, Benson Akinroluyo, a major general, occurred at about 6 p.m. on Monday.
It was later followed by a late night attack on a village, Sajiri, located right outside Maiduguri town.
Though details of the Auno attack are still not clear as military has blocked access to the village, PREMIUM TIMES learnt that two persons were killed and eight houses burnt in Sajiri.
Sajiri is a small community located behind the Nigeria Air Force base, situated along the Maiduguri-Damaturu Road.
Though reasons behind military’s decision to close down the road have not been made clear, PREMIUM TIMES learnt from reliable sources that Ngamdu, a boundary village between Borno and Yobe state, located along the Maiduguri-Damaturu Highway, was attacked last night.
A military source informed PREMIUM TIMES on Wednesday that vehicular movement on the Maiduguri-Kano Road have been extended down to Potiskum, a town in Yobe, which is about 235km away from Maiduguri.
Confirming the development, a commercial cab driver who normally plies the route, Ali Vectra, informed our reporter on phone that, “We have stopped loading passengers because the soldiers have closed the road, which makes it impossible for us to travel in or out of the town”.
Saidu Bappa, a business man in Damagum, a local government headquarters in Yobe state, which is about 68km away from Damaturu, confirmed to PREMIUM TIMES that the road between Damaturu and Potiskum has also been closed down.
“Normally, the road is closed at night and opened for vehicular movements at 6am everyday,” he said.
“But we woke up this morning to find out that the road remained closed from Potiskum to Damaturu.”
The development has hundreds of vehicles and travellers stranded on the either sides of the road.

Shettima says Borno still faced with security challenges

Borno State Governor, Alhaji Kashim Shettima has admitted that the state is still faced with great security challenges.
He however insisted that his “greatest wish was and still is, not to bequeath Boko Haram challenges and IDP Camps to my successor.”
Addressing an assemblage of military, security, traditional, media, religious and political leadership at an emergency meeting on Monday to address the resurgence of Boko Haram attacks in the state, Shettima said the aim of convening the meeting was not to pass blames or any kind of verdict on the security agencies.
He said, “I think the most inhuman way to go is to gather and condemn those who are putting their lives on the line and giving their lives in efforts to find peace. ‎ We are principally here as a family, as a people all affected by the situation in Borno State, to discuss and give suggestions that will hopefully contribute to the combined ongoing efforts towards addressing the problem.”
He admitted that, “For seven years, we held our regular security council meetings. I have from to time consulted with some of the participants here. However, I never for once convene an extraordinary meeting of this nature because, frankly speaking, I was avoiding a sort of dramatization or being sensational about our challenges in Borno State.”
“Without being insensitive to the realities of our situation, I feel deeply pained whenever Borno is being discussed on the basis of helpless weakness. I prefer to assume a position of strength; a position of normalcy and a character of being incurably optimistic.”
“My greatest wish was and still is, not to bequeath Boko Haram challenges and IDP Camps to my successor. We wanted to, and still want to get Borno fully back to normal days. Sometimes, I unconsciously find myself boasting that Borno is safer than Lagos. I simply feel very bad to sound pessimistic about Borno. I so much believe in optimism. Of course, I know that in governance, responding to some situations demand a combination of being both optimistic and realistic.”
“The realities, Your Royal Highnesses, invited participants, is that while so much was achieved by our gallant military men and women, we are today faced with serious challenges in Borno State. But then, these challenges should strengthen our abiding faith and resolve to continually do whatever we can, in support of our military, the police, the DSS, our Civilian JTF, all para-military agencies and political authorities at the federal level, to end the Boko Haram insurgency.”
He said his meetings with President Muhammadu Buhari on security in Borno State have shown “his absolute sincerity in terms of his deep concern, his empathy and his compassion towards our plight in the northeast, particularly in Borno.”
He added that: “President Muhammadu Buhari is without the slightest doubt, devoted to the fight against Boko Haram. I believe that service chiefs, the IGP, the DG of DSS and heads of all para-military agencies share the commitment of Mr President. Most importantly, troops in the front lines, have with their own lives, proved their commitment to the service of our country and in obedience to the President, Commander In Chief. The President has mobilized world leaders in support of Nigeria’s fight against Boko Haram.
“He has fostered regional cooperation and he supports troops.”
He said: “Some persons have asked why I have not criticized the Buhari government or the Nigerian military over situations in Borno. My response to them is that unlike in previous years when I was treated as an enemy of the Presidency, I have from 2015 to date, gained unfettered access to the President. I see the Commander-In-Chief at the shortest request and I tell him my concerns, he listens to me with keen interest and in most cases, he takes measures. I have not had reason to be frustrated with the Presidency unlike previous years.
“Let me say that even under the previous administration, I regularly supported and defended the military. When I said in February 2014, that the military was not being well equipped, it was not a comment by design, it was a spontaneous reaction which came out of frustration and it was in defence of the soldiers being killed in front lines. I knew the problems.”
“As a state government, we have done and will continue to do everything humanly possible in support of the fight against Boko Haram. We have given very serious financial, moral and political support to the counter-insurgency.
“All security agencies and the federal government (including the previous Jonathan administration) have strongly acknowledged the role of the Civilian JTF in the successes recorded by the military. From 2013 to date, Borno State Government has been solely responsible for funding the Civilian JTF in terms of their training, their allowances, deployment, operational vehicles and their kits. We will continue to support the Civilian JTF, our military, the police and all other security agencies. We have secretly been engaging hunters in some areas without making noise. We believe security of lives is what makes government legitimate.”

Police orders investigation into fresh killings in Plateau

The Commissioner of Police in Plateau State, Mr Austin Agbonlahor has ordered an investigation into the fresh killings that occurred in Barki Ladi Local Government Area of the state
Ten persons were reported dead while five others were injured in two separate attacks carried out by gunmen in the council as confirmed by locals.
The community members condemned the fresh attacks, especially, as it comes barely one week after the Special Task force deployed to restore peace in the state evacuated over 200 persons from one of the IDP camps in Jos back to their villages which they deserted earlier  as a result of frequent attacks by gunmen
According to a community leader in the Council Area, Mr Francis Chong who confirmed the fresh attack on the people to  in Jos on Thursday, five of the victims were killed on Wednesday night while they were celebrating the Christmas season  at Rawuru community of the council Area while five others died after the gunmen attacked them in a hotel located at Gwol the previous day.
He said, “Yes, I can confirm to you that the attacks actually took place. What happened was that on Wednesday, seven people were moving about in Rawuru community after celebrating the Christmas party organised in the locality when they suddenly came under attack by the gunmen. Five of them died as a result of gunshot wounds while two others are still in the hospital
“Before the attack in Rawuru, five other villagers had been shot and killed the previous day while they were also celebrating the season in a hotel in Gwol community.
“From the look of things, this is a clear case of resumption of terror attacks on the people and we are calling on the security agents to rise up to the occasion and stop the fresh onslaught against our people”
The police, however, said that only five people were killed in a statement released in Jos on Thursday by its spokesman, DSP Mathias Teena Tyopev.
According to the statement,  “On the 27/12/2018 at about  0800hrs  the Plateau State Police Command received information from Kim Timothy the Youth Leader of Rawuru Village, Fan District in Barkin Ladi Local Government Area of Plateau State that on the 26/12/2018 at about 2115hrs some unknown gunmen attacked some people when they were returning from a birthday party from Pugu Village.
“As a result of the attack, five people were killed and two were injured.
The five persons who lost their lives have since been buried while the two injured are currently receiving treatment at the General Hospital Barkin Ladi.
“The Commissioner of Police Plateau State Command Jos CP Austin I. Agbonlahor has called for the immediate commencement of investigation in the case to identify and arrest the perpetrators to face the full wrath of the law.”

Five killed in fresh outbreak of violence in Plateau

Unknown gunmen have killed five villagers in Barkin Ladi local government area of Plateau state in a late night ambush.
Mathias Tyopev, spokesman of the state police command, said the incident happened on Wednesday at Pugu village.
He said the gunmen attacked the villagers while they were returning from a birthday party at about 9pm.
Barkin Ladi was one of the worst hit councils when suspected herdsmen killed at least 100 people in Plateau state some months ago.
He added that two persons were injured in the attack and that they are currently receiving medical treatment.
The statement read: “On the 27/12/2018 at about 0800hrs the Plateau State Police Command received information from Kim Timothy the Youth Leader of Rawuru Village, Fan District in Barkin Ladi Local Government Area of Plateau State that on the 26/12/2018 at about 2115hrs some unknown gunmen attacked some people when they were returning from a birthday party from Pugu Village.
“As a result of the attack, five people were killed and two were injured. The five persons who lost their lives have since been buried while the two injured are currently receiving treatment at the General Hospital Barkin Ladi.”


Tyopev added that Austin Agbonlahor, the state commissioner of police, has called for the immediate probe of the attack.

Army Chief, Buratai visits troops of Operation LAFIYA DOLE

The Chief of Army Staff, Lt. Gen. Tukur Buratai, has embarked on operational visit of troops of Operation LAFIYA DOLE, as part of efforts to enhance campaign against Boko Haram insurgents in the North east.
In a statement on Friday in Maiduguri, Brig. Gen. Sani Kukasheka, the Director, Army Public Relations, said that Buratai had on Thursday visited troops of the 27 Task Force Brigade and the Nigerian Army Special Forces School, Buni Yadi in Yobe.
Kukasheka said the visit was part of the Chief of Army Staff’s continuous efforts to personally engage and interact with commanders and troops on operational activities.
According to him, some 2,000 Mobile Policemen are currently undergoing training at the school. He however, did not indicate how long the mobile policemen would remain in the Special Forces School.
Kukasheka added that Buratai accompanied by Principal Staff Officers and Directors was briefed by the Commandant of the school, Brig. Gen. CA Apere, and conducted round the school.
Other officers in attendance included Brig. Gen. AO Oyelede, the Commander, 27 Task Force Brigade, Brig. Gen. AS Ishaq, the Nigeria Police Coordinator Operation LAFIYA DOLE and Superintendent Nicholas Tawani, among others.

Two suicide bombers arrested in Borno

Troops of Operation Lafiya Dole have apprehended two female suicide bombers at Mushemiri village in Konduga Local Government Area of Borno.
The army said in a Twitter post that the suspected suicide bomber and her accomplice were arrested on Wednesday night while attempting to infiltrate the 222 Battalion defensive locations.
It said that the Improvised Explosive Devices vest strapped to her body was diffused; adding that investigation is still in progress.
“At about 9:30pm today December 19, 2018; a suspected female suicide bomber and her accomplice were intercepted at Mushimari settlement in Konduga local government area of Borno while attempting to infiltrate the 222 Battalion defensive locations.
“They were apprehended by the troops and the IEDs vest strapped to the suspected suicide bomber was successfully immobilized, a preliminary investigation is ongoing”.

UK worried about putting people in north-east Nigeria

Laure Beaufils, British deputy high commissioner to Nigeria, says the UK is committed to fighting terrorism in Nigeria yet “worried” about deploying people to the north-east, the epicentre of Boko Haram insurgency.
Since the insurgency started, the UK and other foreign donors have helped internally displaced persons (IDPs) with basic and humanitarian needs.
Of late, insurgents have launched attacks on military formations in the north-east. An estimated 100 soldiers were reportedly killed in the most deadly recent attack in Metele, Borno state.
Speaking with THISDAY, the British envoy said it is essential that more attention is paid to the situation in the north-east.
She said: “We are really committed to fighting extremism alongside Nigeria.
“We have provided a lot of support, not only to the military in Nigeria to address terrorism, and I think it is right that we continue to focus on the north-east right now, because a lot of people are suffering and this is why our organisation is in the north-east to see that the people have access to basic services and put them in internally displaced camps (IDPs).
“But now because of security concerns, they are worried about putting our people there. So, I think it is really essential that we continue to shine the spotlight on north-east and on the situation there, and on the civilian population that are suffering.”
She added that the Islamic State in West Africa (ISWA), a faction of Boko Haram, is responsible for the rise in attacks.
“I think it is the ISIS in West Africa that is responsible for a lot of the terror in the north-east,” Beaufils said.
“Why it is so difficult to defeat, as it is often the case with terror or guerrilla organisations, is that they use unconventional methods, throwing in very mean young girls, women with guns on their backs, attacking and bombing populations of people.
“It is very difficult to spot them in a crowd. It is very difficult to know what they are planning and it is very difficult to stop them.
“I think the government has to really focus on them and I think we have all seen an upsurge and I think it is important that we do speak about it.”
Although the military has intensified efforts in the war against the insurgents, in November, Abubakar Elkanemi, shehu of Borno, said the people are still under Boko Haram siege.

Nigerian Air Force expecting 18 aircraft from U.S, Italy

The Nigerian Air Force (NAF) says it would soon take delivery of 12 newly acquired aircraft from the United States as part of renewed efforts to end the insurgency in the Northeast.
The Chief of Air Staff (CAS), Saddique Abubakar, stated this while inaugurating “Modular Theatre” at the 465 Nigeria Air Force Hospital in Kano on Saturday.
He said the Air Force is also expecting six gunship helicopters from Italy, saying the aircraft and helicopters will enhance the operational capacity of the force.
“I have just inspected the hanger here at the NAF base where three of our aircraft are being reactivated.
“It is in line with our commitment to have a professional Air Force which also has the necessary equipment to enable it discharge its duties effectively,” he said.
He commended President Muhammadu Buhari for his continued support to the service pointing out that the Federal Government had within the last three years procured 18 brand new aircraft for NAF.
He said NAF would continue to support its personnel with the view to enable them to continue to provide the necessary security for Nigeria and Nigerians.
On the Modular Theater, the Air Chief said its commissioning showed how committed the present administration is in meeting the healthcare needs of its personnel.
While calling on the hospital management to make the facility available to civilians around the area, Mr Abubakar urged NAF personnel and their families to take advantage of the facilities provided.
“The facility will go a long way in improving health care delivery to both NAF personnel and communities around the hospital,” he said.
Earlier, the Chief of Medical Services, NAF headquarters, M. E. Sha’aibu said with the inauguration, injured personnel from the theatre operation in the Northeast could be evacuated to the hospital for treatment.
“Although the theatre was built six years ago, it was neither fully completed nor equipped so could not be put to use.
“However, realizing the importance of the hospital in support of our operation in the Northeast, CAS directed that the theatre be completed, equipped and put to use immediately,” he said.
He said that the theatre comprised of offices, reception, lecture, common and recovery rooms and two operating suites.
He added that it is also equipped with modern anesthetic machine, operating tables, theatre lamps, C-arm machines and operating microscopes.
He commended CAS for providing funds for the maintenance of the equipment in the Radio diagnostic department of the hospital in addition to employing seasoned consultants. (NAN)

Police deploy fresh 500 personnel to Lagos Island for crime, traffic control

In a renewed effort to curtail criminal activities and minimise gridlock, the Lagos State Police Command has deployed additional five hundred policemen to various routes on the Lagos Island with special focus on Apogbon, TBS, Eko Hotels and environs.
The Command, in a statement signed by its Public Relations Officer, CSP, Chike Oti on Friday, said the deployment was done to boost the number of personnel already at various points in the area.
The deployment, according to Oti was necessitated by the series of events coming up on the Island which including: The Experience and Adekunle Gold Concert.
Also factored in the strategy are people who would be embarking on religious pilgrimage to RCCG Holy Ghost Congress at Redeem Camp and Shiloh at the Winners’ Chapel.
He said expectedly, the aforementioned events will lead to surge in vehicular and human traffic thereby bringing additional pressure to the already strained traffic situation in the commercial city resulting in gridlock.
To ameliorate the foreseen situation, Otti said the State Commissioner of Police, CP Edgal Imohimi directed that 500 policemen be posted to Lagos Island to boost the number of men already on ground in order to prevent crime and ensure smooth flow of traffic.
The CP warned criminals who might want to take advantage of the upcoming events to stay away from the Island and indeed the State as anyone caught will be summarily dealt with.
He enjoined Lagosians to report suspicious characters and movements to the police through the following toll free emergency numbers 112 and 767.

In addition to the policemen deployed for this purpose, Edgal said the Command will be collaborating with the Federal Road Safety Corps (FRSC), LASTMA and other relevant traffic management agencies to ensure smooth flow of traffic in the State. 
He assured residents of peaceful yuletide season and urged Lagosians to enjoy moderately during the festive period.

Army repel fresh Boko Haram attacks

Soldiers have fought off attempts by Boko Haram fighters to overrun two army bases in northeast Nigeria, security sources told AFP on Friday, in the latest attacks to hit the region.
Jihadists attacked a forward operation base in the town of Bama, some 70 kilometres (45 miles) southeast of the Borno state capital, Maiduguri, at about 3:45 am (0245 GMT) Friday.
“The terrorists were in many vehicles… and engaged soldiers in a battle which lasted until 7:05 am,” said one military source, speaking on condition of anonymity.
“The terrorists were repelled and the base was secured. No casualty has so far been recorded.”
A second military source confirmed the account and said reinforcements were sent from a battalion stationed in Bama itself.
The attack came after Boko Haram fighters attacked a military base in the town of Rann, in northern Borno near the border with Cameroon, at about 9:30 pm on Thursday.
“The terrorists came in four gun trucks and several motorcycles and attacked the base of 3 Battalion in Rann,” the first source said in an account supported by local civilian militia.
“It was a heavy fight that lasted for an hour before the terrorists were pushed out with aerial support.”
The officer said the Islamist militants set fire to some homes as well as a Unicef clinic in the town as they withdrew. There were no military casualties, he added.
Bama and Rann have been repeatedly attacked in the nine-year conflict, which has killed more than 27,000 people, left nearly two million people homeless and devastated northeast Nigeria.
The Islamic State-backed faction of Boko Haram has been blamed or claimed responsibility for more than 20 attacks on military bases since mid-July, killing scores of troops.
The attacks have raised questions over the government’s claim to have virtually defeated Boko Haram and prompted the army to reorganise senior commanders.
Civilians have borne the brunt of the violence and on Thursday, six Boko Haram gunmen attacked a group of 20 women collecting wood outside the town of Ngala, some 35 kilometres northwest of Rann.
“The only (ethnic) Shuwa (Arab) among the women was shot dead while the remaining 19, who were mostly Kanuri, were flogged by the terrorists,” said militia leader Umar Kachalla in Ngala.
“The terrorists also shaved the heads of the 19 women with knives before letting them go.”
The women were living in a camp for displaced people and left the camp early on Thursday morning without authorisation after the surrounding area was deemed to be safe, said Kachalla.
Attacks on Shuwa have increased since the involvement of Chadian troops in the regional counter-insurgency, as the Chadian military has Shuwa troops in its ranks.
