Beneficiaries of delay in cabinet formation

With the federal government directives that the topmost officials in various ministries should hold forte, the permanent secretaries have automatically become the beneficiaries of the suspense by the delay in the appointment of cabinet members.
InsideBusiness recalls that President Muhammadu Buhari on May 22, at the last/valedictory session of Federal Executive Council (FEC) meeting in Abuja, had ordered his ministers to hand over the mantle of leadership to the permanent secretaries in their various ministries as he prepared for his inauguration for the second term. The president on the same date and at the same event, also directed the immediate past ministers to submit their handover notes to the Secretary of the Federation (SGF).
